Best AI-native ATS for startups in 2026

Short answer. The published AI-native floor this week is Manatal Professional at $15/user/mo billed annually (Copilot and AI scoring on that plan, 2026-08-28). Skip any AI ATS that will not print a price for a 10-person startup.

The best AI-native ATS a startup can buy this week is Manatal Professional at $15 per user per month billed annually: Copilot, automatic AI scoring, and recommendations sit on that published plan, not behind a quote. Workable Agent, Breezy Intelligence, and Recruiterflow AIRA are real products — Agent is credit-metered and excluded from the 15-day trial, Intelligence starts at $30 per 100,000 credits, and AIRA is still “Let’s chat / custom pricing.”

Prices below were opened on vendor pages on 2026-08-28. Hirelane is a review publication, not an ATS vendor. Tool-by-tool SMB picks: best ATS for small business. Cost models: ATS pricing. How we treat list prices: methodology.

Some links may be affiliate links. Ranking is not for sale; we still only list dollars we can see on the vendor’s own site. Affiliate disclosure.

What “AI-native” actually means

It is not a chat widget on a careers page. For this review, a product is AI-native when the vendor prints scoring, matching, Copilot, or an agent on a plan you can buy without a sales call — or, failing that, prints the meter (credits) next to the plan. A quote-only “AI plan” is a sales motion, not a plan.

That test, applied on 2026-08-28:

We do not invent model names. Manatal prints “ChatGPT, Claude & LLM Integration” on Enterprise Plus ($55 annual / $59 monthly), not on Professional. Recruiterflow names AIRA agents. Workable names “Workable Agent.” Breezy names “Breezy Intelligence.” Plural names “Review Assistant.”

Who should pay for Copilot or scoring vs a free plan

Pay when last month’s inbox already overflowed a human first pass. Stay free when you have one open role and a spreadsheet that still tells the truth.

Manatal — published AI on Professional

Manatal (manatal.com/pricing, 2026-08-28). Professional $15 per user per month billed annually ($19 monthly) — 15 jobs, 10,000 candidates, unlimited hiring managers. Enterprise $35 annual ($39 monthly). Enterprise Plus $55 ($59 monthly). Custom is on demand. FAQ on that page: Professional is $15 USD per user/month (billed annually); 14-day trial, no card.

The plan comparison marks these AI rows on Professional, Enterprise, and Enterprise Plus: automated AI enrichment (LinkedIn, GitHub, Twitter, Facebook, …); CV/resume parsing and enrichment; automated candidate recommendations from the job description; AI summaries and match detail; automatic AI-based candidate scoring; AI-generated job descriptions; context-aware Copilot chat; automated summarization; fit & gap analysis; interview-prep builder; compare & rank candidates. AI-powered semantic search and relevance scores sit on the ATS block.

ChatGPT, Claude & LLM integration is an Enterprise Plus line, not a Professional line. AI Interviewer is an add-on (24/7 video screening, customizable interview builder, “unbiased AI candidate assessments” in vendor copy) with no public dollar — we omit a price. Trial access is not every paid feature: the FAQ withholds free/premium job-board posting, sending email from the Manatal domain, mass email, email automations, AI-generated job descriptions, and the GDPR consent tool until you subscribe and the account is verified.

Limitation: there is no forever-free plan. After 14 days you pay or lose access until a card is on file. Professional’s 15-job cap is the line that pushes teams onto Enterprise. Three recruiter seats are $45/mo annual, not $15. Interviewers can stay $0 extra if they are hiring managers.

Skip Manatal if you run a recruiting agency that invoices clients (wrong object model — Manatal vs Recruit CRM), you need SSO/API on day one and will not pay Plus, you only wanted AI Interviewer at the $15 sticker, or you need a free plan. Trial: Manatal signup.

Workable Agent — credits, trial excludes Agent

Workable (workable.com/pricing, 2026-08-28). 1–20 employees, annual view: Standard $299/month ($3,588/year); Premier $599 ($7,188/year); Enterprise $719 ($8,628/year). Agent is an add-on on every plan: “Add the agent to any plan. It sources, screens and qualifies candidates — and runs on AI credits.” Paid accounts start with 3,000 free AI credits. Extra packs: 5,000 at $0.12/credit ($600); 10,000 at $0.10 ($1,000); 50,000 at $0.095 ($4,750). Larger bundles are “contact us.” Credits expire 1 year from purchase and are non-refundable.

Meter printed on the same page: Evaluate = 1 credit each time a candidate is screened against your ideal profile; Source = 2 credits each time a passive candidate is identified and added; Chat = 10 credits each time a candidate interacts with the chat. The 15-day trial, no card, “includes the complete feature set of the Standard plan” and does not include Workable Agent. That sentence is on the pricing page. We are not inferring it from a help article.

Limitation: you pay for company headcount, not hires, and Agent is a second meter on top. A 20-person company that posts twice a year is buying a sourcing suite. Standard add-ons in the 1–20 band (not Agent): texting +$89/mo, video +$109/mo, assessments +$59/mo.

Skip Workable Agent if you wanted to try it on the free trial, you only needed a kanban, you will not fund credit packs after the 3,000, or you are one recruiter who can buy Manatal’s published scoring seat for $15. Trial (ATS, not Agent): Workable free trial. Compare the SMB flats: JazzHR vs Workable vs Breezy.

Breezy Intelligence — credits on a flat ATS

Breezy HR (breezy.hr/pricing, 2026-08-28). Bootstrap free. Startup $157/mo annual / $189 monthly. Growth $273 / $329. Business $439 / $529. Annual pricing includes 2 months free. Paid plans: unlimited users and unlimited positions. Custom Pro is contact us (quote-only). Bootstrap: one active pool or position; unlimited candidate access is only for records added in the last 30 days.

Add-on printed on the same page: Breezy Intelligence — “AI-powered candidate evaluation, interaction summaries, and resume auditing.” Credits starting at $30/100,000. Schema on that page: 14-day full-feature trial, no card, 100,000 Breezy Intelligence credits included. SMS from $41/mo, Onboard from $49/mo. We do not invent per-action credit burns; the public pricing page does not print a per-resume credit cost.

Limitation: Intelligence is metered on every tier, including the free plan. It is not “unlimited AI because you pay Startup.” Three hiring managers do not raise the Startup sticker; they also do not include a free Intelligence pool beyond the trial credits.

Skip Breezy Intelligence if you need a named scoring model on the $15 seat (that is Manatal), you need Custom Pro, or you have one role and should stay on Bootstrap without buying credits. Trial: Breezy signup.

Plural — printed AI claims on a $59 ATS

Plural (pluralcareers.com/pricing, 2026-08-28). Hire $59/month (schema yearly offer $590). Hire + Retain $179/month (yearly $1,799). Enterprise $299/month (yearly $2,999). Hire includes 3 hiring managers, 5 offices, unlimited job postings, Review Assistant, outbound recruiting, a public careers page. 14-day trial on paid plans; free to start, no card.

Published AI claims we will quote, and no others: the Hire card lists Review Assistant. JSON-LD on that pricing page: “Post jobs on a branded careers page, score applicants automatically, and track hiring in one place.” We are not inventing a model name, a credit price, or an accuracy percentage — none of those appeared as dollars or percentages on the pricing page we opened.

Limitation: Hire caps at 3 hiring managers. This is an in-house SMB ATS, not an agency CRM. The 75% switch-from-Greenhouse guarantee is marketing, not a list price.

Skip Plural if more than 3 hiring managers must log in on Hire, you need client/deal/invoice objects, or you came for a named LLM on the public comparison (Manatal prints that on Enterprise Plus; Plural’s pricing card does not).

Recruiterflow AIRA — quote-only

Recruiterflow (recruiterflow.com/pricing, 2026-08-28). Platform plan USD in page source: $149 monthly, $119 yearly, per user. Meta and JSON-LD: pricing starts at $119/user/month. FAQ: “No add-ons. No surprises. No extra costs” — meaning features are bundled inside the plan you buy, not that AIRA is free on Platform.

AIRA plan: “Let’s chat / custom pricing.” The public card lists, on top of Platform: AIRA Notetaker, AIRA Matchmaker, AIRA Job Change Alerts, AIRA Field Updates Agent, AIRA Submission Agent, AIRA Task Agent, Omnichannel Communication Sync, Custom BI Dashboards. We will not invent a per-seat AIRA dollar. Platform itself is agency desk software (ATS and CRM, multichannel sequences, recruitment and sales automation, client and team access control, bulk sourcing via Chrome extension, reports, API). Product: Recruiterflow.

Limitation: the AI the marketing leads with is not on the printed Platform price. A solo in-house founder buying Platform for “AI recruiting” is buying an agency CRM.

Skip Recruiterflow AIRA if you need a published AI price this week, you hire only for your own company, or you are one desk that can live on Platform without the named agents. Agency context: ATS for recruiting agencies and recruiting CRM for solo recruiters.

Who should skip — when not to buy “AI recruiting”

  1. You have one open role. Breezy Bootstrap or Zoho Forever Free. Paying $299/mo for Workable Standard to unlock a trial that still excludes Agent is the expensive way to learn you needed a careers page.
  2. You already pay for an HRIS and hire fewer than ~10 people a year. A Copilot seat is still a second subscription.
  3. The vendor will not print a price for the AI you actually want. Recruiterflow AIRA, Manatal AI Interviewer, Breezy Custom Pro, JazzHR’s VONQ page. Research projects, not checkout.
  4. You need the LLM brand on day one and will not pay Manatal Enterprise Plus ($55/$59). Professional’s Copilot is not the ChatGPT/Claude line.
  5. You are a recruiting agency shopping an in-house $15 AI seat. Wrong default. Solo recruiter CRM.
  6. You wanted a score to auto-reject people you have not looked at. None of these pages printed an accuracy percentage we will repeat as a fact. Screening is a first pass. See AI resume screening for SMBs. We are not your counsel.

FAQs

What is an AI-native ATS in 2026?

An AI-native ATS ships scoring, matching, Copilot, or an agent as a published plan feature you can point at on the vendor’s pricing or product page — not a marketing chatbot sitting on a free kanban. On 2026-08-28 that description fits Manatal Professional (Copilot and automatic AI scoring on the public comparison) and Plural Hire (Review Assistant; JSON-LD: score applicants automatically). It does not fit Recruiterflow AIRA, which is still “Let’s chat / custom pricing.”

What is the best AI recruiting software for a startup in 2026?

If one recruiter needs published AI this week: Manatal Professional at $15 per user per month billed annually ($19 monthly). If three hiring managers must log in and you want a flat bill: Plural Hire at $59/month (3 hiring managers, Review Assistant). If you only have one open role: stay on Breezy Bootstrap or Zoho Forever Free and do not buy Agent credits yet.

Does Workable Agent come with the free trial?

No. Workable’s pricing page, opened 2026-08-28, states: “Free trial does not include Workable Agent.” The 15-day trial, no card, includes the complete feature set of the Standard plan. Paid accounts start with 3,000 Agent credits. Extra packs are $0.12, $0.10, and $0.095 per credit.

How much does Breezy Intelligence cost?

Breezy Intelligence is an add-on. breezy.hr/pricing (2026-08-28) prints “Credits starting at $30/100,000” for AI-powered candidate evaluation, interaction summaries, and resume auditing. The 14-day full-feature trial includes 100,000 Intelligence credits and needs no card. Custom Pro is quote-only.

Is Recruiterflow AIRA AI-native?

Recruiterflow markets AIRA agents (Notetaker, Matchmaker, Job Change Alerts, Field Updates, Submission, Task, plus omnichannel sync and custom BI dashboards) on a separate plan. That plan’s price line is “Let’s chat / custom pricing.” Platform is the printed plan: $149 per user per month monthly, $119 yearly. We do not table a dollar we cannot see.

Should a startup pay for AI recruiting or use a free ATS?

Pay when you fill roles every month and a human already cannot finish a first pass. A free plan (Breezy Bootstrap, one active pool or position; Zoho Forever Free, one active job) is enough for one opening. Do not buy Workable Standard at $299/month (1–20 employees) just to try Agent — the trial excludes it, and that sticker is a sourcing suite, not an AI seat.

Do you invent model names or credit prices?

No. We quote only what the live vendor page printed on 2026-08-28. Manatal lists ChatGPT, Claude & LLM integration on Enterprise Plus, not as a Professional model name. Workable prints Evaluate/Source/Chat credit costs. Breezy prints a $30/100,000 floor. Recruiterflow AIRA and Manatal AI Interviewer have no public dollar — omitted from cost tables.

Buy the published AI, not the homepage animation. Manatal Professional ($15 annual) if one recruiter wants Copilot and scoring this week. Plural Hire ($59) if three hiring managers share a careers page. Breezy Intelligence credits ($30/100,000) if you already live on Breezy. Workable Agent only after you accept the 1–20 band and the trial-exclusion. Do not table AIRA.
