If you are still hiring out of Gmail and a spreadsheet, the job is not “research applicant tracking systems.” It is to pick software a 20-person company can buy this week, post a role, and stop losing candidates in inboxes. No honest average. Three published models, and they diverge when a second hiring manager logs in.

Zoho Recruit Corporate Standard is $25 per recruiter/month billed annually ($30 monthly) in Zoho’s published USD file for zoho.com/recruit/pricing.html (2026-08-28). Three recruiter licenses: $75/mo. Hiring-manager licenses are add-ons in packs of 10.

Flat fee. Breezy HR Startup is $157/mo billed annually ($189 monthly), unlimited users and positions on paid plans — breezy.hr/pricing, 2026-08-28. JazzHR Hero is $1,000/yr, no per-seat line on the public page.

Verdict: Best first ATS off Gmail when hiring managers will log in. Not the cheapest paid seat for a true solo recruiter.

Who it is for: 10–75 person companies hiring regularly. One owner can live on Bootstrap; three-plus people should look at Startup.

What is good: Paid plans include unlimited users and positions. Bootstrap is free: branded careers site, 50+ job boards, resume parsing, GDPR tools. Startup adds automations, questionnaires, self-scheduling, Slack. Growth adds scorecards, interview guides, referrals, e-signatures.

Verdict: Best free ATS inside the Zoho stack. Easy to overpay once three recruiters share Corporate HR.

Who it is for: In-house teams on Corporate HR. Agencies should use Staffing edition (same dollars, higher job caps). One-job teams can stay Forever Free.

What is good: Forever Free is real: candidates, email, scheduling, one active job. Standard adds sourcing, resume management, premium boards, branded careers site, referrals, assessments. Corporate Standard: 10 active jobs/recruiter. Enterprise: 20, plus Blueprint and candidate portals. 15-day Enterprise-feature trial, then Free; 45-day money-back on paid editions. Verdict: Lowest published paid AI ATS for one or two recruiters. Not a free-plan story.

Who it is for: A founder or recruiter who wants AI matching without a $299 Workable-shaped bill. Best when interviewers can stay as hiring managers (unlimited on Professional).

What is good: Professional lists AI enrichment, recommendations, Copilot, pipelines, LinkedIn Chrome sourcing, and a career page on the pricing page. Unlimited hiring managers at $15 beats Zoho’s recruiter licenses. 14-day trial, no card.

Pricing (2026-08-28, manatal.com/pricing): Professional $15/user/mo annual ($19 monthly) — 15 jobs, 10k candidates, unlimited HMs. Enterprise $35 annual ($39 monthly) — unlimited jobs/candidates, workflow automation. Enterprise Plus $55 ($59 monthly) — API, SSO, user groups. Custom on demand. Catch: “User” is the recruiter you pay for. Three recruiter users = $45/mo annual. Verdict: Best raw-budget dedicated ATS if you can take a yearly invoice and a tight job cap.

Who it is for: Small businesses that want a named ATS, not a Zoho module, and will pay once a year. Hero is getting started; Plus is where AI matching shows up.

What is good: Hero is a full ATS with templates, LinkedIn Recruiter integration, and premium listings at a $1,000/year published floor — well below Workable’s $3,588/year Standard band. Plus adds AI matching, structured interviews, automation, and up to 200 active jobs. Pro adds offers/e-signatures and advanced reporting.

Pricing (2026-08-28, jazzhr.com/pricing): Hero $1,000/yr. Plus $3,480/yr. Pro $5,508/yr. Page claims “save up to 24% by paying yearly.” We cite the yearly dollars shown; we are not inventing a monthly sticker. Catch: Hero job postings start at 3/month (vendor wording, with eligibility caveats). Offers/e-signatures and advanced visual reporting are add-ons on lower tiers. Some features are consumption-based. No per-seat fee on the public page.

Verdict: Best published-price pick when one person owns hiring and will use the sourcing suite. Easy to overbuy if you only needed a kanban.

Who it is for: A single recruiting owner at ≤20 employees who will use job-board distribution and a careers page. Not for “we post on Indeed twice a year.”

What is good: Standard includes the sourcing suite, ATS, unlimited active jobs (fair usage), and a 15-day trial with no card. Paid accounts get 3,000 Agent credits; extra packs are priced on-page ($0.12 / $0.10 / $0.095). Premier bundles texting, video, assessments, referrals.

Pricing (2026-08-28, workable.com/pricing): 1–20 employees, annual view: Standard $299/month ($3,588/year); Premier $599 ($7,188/year); Enterprise $719 ($8,628/year). Page advertises up to 20% savings on annual/bundle. Catch: Standard add-ons in that band: texting +$89/mo, video +$109/mo, assessments +$59/mo. Trial does not include the Agent. Credits expire in one year; non-refundable.

Limitation: $299/mo is ~20× Manatal Professional for one recruiter, ~2× Breezy Startup, before add-ons. You pay for headcount, not hires.

Who should skip: A 20-person team that does not need the sourcing database. If your HRIS already posts jobs, stay there.

Freshteam

Verdict: Do not buy Freshteam as a new small-business ATS in 2026 because last year’s lists still mention it. We could not verify a current list price from Freshworks.

Who it is for: Only existing customers who still have a working login. They should confirm renewal terms with Freshworks, not with a blog. It is not a starting path on this page.

What is good: It was sold as light HR plus ATS for smaller companies — careers page, a simple pipeline, employee records in one Freshworks login. That is why stale roundups keep the logo. None of that is a reason to create a new account today if the vendor page is gone.

Pricing (2026-08-28): freshworks.com/freshteam and freshworks.com/freshteam/pricing returned page not found. Adjacent HR URLs 404’d too. No dollar figure. Third-party 2026 articles claim new subscriptions stopped; treat that as unverified unless Freshworks says it on a live page. We will not recycle last year’s plan table as if it were checkout.

Limitation: No official price, product page, or trial we can stand behind. A review site that still ranks Freshteam as “best for small business” is copying itself.

Who should skip: Everyone evaluating a new ATS this week. If you needed the ATS half, start Breezy or Manatal. If you needed the HRIS half, stay on the HRIS you already have.

Verdict: Cheapest published month-to-month ATS in the US/Canada if you can live with job and seat caps.

Who it is for: US/Canada employers with one (Starter) or three (Growth) concurrent jobs, one admin, and up to five hiring-manager seats.

What is good: Four printed numbers, month-to-month, no required contract or cancellation fee, no required setup fee. Starter/Growth include a careers page, major boards, scoring, stages, questionnaires. Recruit unlocks unlimited jobs and extra seats. Bundle adds onboarding (W-4, I-9, e-sign, new-hire portal). 14-day trial; vendor says you can only view the first 100 candidates until you upgrade.

What is good: Published tiers, 14-day trial on paid plans, free to start, no card. Hire includes a public careers page, applications, ATS, outbound recruiting, Review Assistant, unlimited job postings at $59/month. That argument is on the pricing page, not behind a demo.

Pricing (2026-08-28, pluralcareers.com/pricing): Hire $59/month. Hire + Retain $179/month. Enterprise $299/month. Page toggles monthly/yearly; figures we captured are the monthly prices shown. Catch: Hire includes 3 hiring managers. Enterprise is “Book a Demo.” A 75% switch-from-Greenhouse guarantee is marketing, not a list price.

ATS vs spreadsheet vs HRIS

A spreadsheet dies when you cannot say what happened to the March candidate, or when two people edit statuses and both are wrong. Fine for a handful of hires if one person owns the sheet.

An HRIS (BambooHR, Rippling, Gusto, and payroll-bundled hiring) is the right default until ~10 hires/year. You already pay for it. The hiring UI is usually thinner: weaker sourcing, weaker pipelines.

A standalone ATS is the middle: careers page, job boards, pipeline, scorecards, a searchable database. Buy one when volume or collaboration breaks the HRIS module. Ashby, Lever, and Greenhouse belong later — they are not priced for this buyer on a public page, so they are not ranked here.

How to pick in 15 minutes

  1. Count last year’s hires. Under ~10 with an HRIS: stop. Over ~40 with structured interviews: off this page.
  2. Count logins. One recruiter: Manatal or Zoho. Three-plus: Breezy flat or JazzHR yearly.
  3. Prefer a published price. If the only CTA is “Get a demo,” it is not a small-business default.
  4. Apply to your own test job on a phone.
  5. Have a hiring manager leave a scorecard with no training. If they cannot, you bought a recruiter tool, not a team tool.
  6. If the product ranks or rejects with AI, ask what the score is based on. If nobody can explain it, treat the rank as a highlighter, not a reject button.
